Japan to Begin Local Production of Finnish Patria AMV XP

Japan’s Ground Self-Defense Force plans to upgrade its infantry carriers by manufacturing Finland’s Patria AMV XP 8×8 armored vehicle domestically. Selected in 2022 to replace the outdated Type 96 wheeled APC, the Patria AMV XP offers significantly improved protection and firepower. Under a license agreement, Japan Steel Works (JSW) will begin assembling the new vehicles in Japan starting in September 2025, initially using components imported from Finland. Over time, JSW intends to shift to utilizing local subcontractors for parts as part of the technology transfer arrangement.

Other countries, including Slovakia, have also ordered AMV XP vehicles through government-to-government agreements. Japan conducted field tests with Finnish AMV XP prototypes in 2021 and officially selected the design in late 2022. A JSW team spent five months in Finland learning the assembly process with Patria’s guidance. Patria engineers will assist during the production launch, and Japanese industry will gradually take responsibility for component manufacturing.

The Patria AMV XP is a modern 8×8 wheeled armored vehicle featuring a modular design for crew, engine, and payload. Weighing around 32 tons and measuring over 8 meters in length, it includes fully independent hydropneumatic suspension, run-flat tires, and central tire inflation for superior mobility. It utilizes a 450 kW (600 hp) engine, enabling it to reach road speeds exceeding 100 km/h, and offers amphibious capabilities of 10 km/h in water. Its digital architecture accommodates integrated communications and future C4I systems. The AMV XP can be equipped with a variety of weapon systems, with its 15-ton payload supporting the installation of medium-caliber turrets (for instance, 30–40mm autocannons) or heavy direct-fire guns up to 120mm. It can carry anti-tank or anti-aircraft missile systems and is designed to integrate Patria’s Nemo 120mm mortar turret, which will give the vehicle excellent firepower. The AMV XP provides robust protection, with its modular armor achieving STANAG Level 5 (K5+) against ballistic threats and STANAG 4a/4b mine protection. In addition, the vehicle comes with systems to defend against IEDs and NBC threats. The “XP” designation signifies the enhanced protection package and optimized hull design for improved survivability and low observability.

The JGSDF has allocated funds for 82 AMV XPs through FY2025, with plans for a total fleet of several hundred. Local production allows Japan to control the supply chain for maintenance and upgrades while strengthening its defense industry. Deploying the Patria AMV XP will enhance Japan’s ground mobility and combat capabilities.
