Indonesia Signs Contract For Two Lithium-Ion Scorpene Evolved Submarines

Indonesia has selected Naval Group’s Scorpene Evolved design for its new attack submarine, with two submarines to be built following the signing of the contract on March 28.

The Scorpene Evolved variant selected by Indonesia uses a “full” lithium-ion battery instead of the lead-acid batteries and air-independent propulsion system used on existing Scorpenes and many other diesel-electric submarines. Compared to lead-acid batteries, lithium-ion batteries can store more energy as well as discharge and recharge more quickly, improving the submarine’s performance and endurance. Naval Group has previously said that omission of the air-independent power system in favor of more lithium-ion batteries simplifies the submarine’s systems, logistics and training requirements.

Other improvements present on the Evolved design include Naval Group’s newest SUBTICS combat system, which the shipbuilder says can address the latest challenges faced by submarines in both shallow and deep water. Enhancements to the Scorpene’s automation also reduces the amount of crew members needed, reducing the submarine’s projected operating costs.

Both Scorpenes will be built in PT PAL’s Indonesian shipyards, with Naval Group claiming that 100% of PT PAL’s existing shipbuilding assets can be reused for submarine construction. Additionally, Naval Group promises an “extensive” technology transfer package allowing management, operation and maintenance of the force to be “conducted in Indonesia, by Indonesian actors, ensuring both the autonomy of the country and the creation of thousands of long-term high skills jobs”.

“Naval Group is very honoured to be part of this new chapter in the strategic alliance between Indonesia and France. With Scorpène® Evolved Full LiB, Indonesia has chosen a high-performant, sea-proven submarine that will strengthen the country’s maritime sovereignty and support the Indonesian Navy in achieving regional superiority at sea,” said Pierre Éric Pommellet, Chairman and CEO of Naval Group, continuing: “our strategic partnership with PT PAL will also support the Indonesian defence industry to actively prepare the future of naval warfare in the country. We are pleased to welcome the Indonesian Navy in the Scorpène® family.”

Dr. Kaharuddin Djenod, President Director of PT PAL, said:

“This step is a high commitment and trust of the Indonesian government in the capability of local engineers to advancing defence technology, especially submarine technology. The government’s commitment in realizing the independence of the defence industry is also supported by the provision of Government Capital (PMN) to fully support the whole local production of submarine at PT PAL. In the future, Indonesia is expected to be able to master submarine technology.”
